重磅！《肿瘤早筛行业合肥倡议》发布，共筑癌症防治长城

2026年5月16日，2026 ZAODX早筛大会在安徽合肥盛大启幕。本次大会汇聚了国内外肿瘤早筛领域的顶尖院士专家、临床医师、科研学者、企业领袖、政府监管代表及投资机构人士，集中展示了全球肿瘤早筛领域的最新技术突破、临床成果与产业实践。

在大会的重要环节，与会代表共同发起并正式发布了《肿瘤早筛行业合肥倡议》（Hefei Initiative for the Early Cancer Screening Industry）。该倡议以"凝聚行业共识，践行健康中国，共筑癌症防治长城"为主题，全面呼应《健康中国行动—癌症防治行动实施方案（2023—2030年）》的战略要求，明确了行业发展的共同目标与各方行动承诺，为推动中国肿瘤早筛事业高质量、规范化发展凝聚了磅礴力量。

癌症是严重威胁我国人民健康的重大疾病。为深入贯彻《“健康中国2030”规划纲要》，全面落实国家卫生健康委等13部门联合印发的《健康中国行动—癌症防治行动实施方案（2023—2030年）》，我们齐聚合肥，共商肿瘤早筛事业发展大计。该方案明确设定了到2030年“总体癌症5年生存率达到46.6%”的宏伟目标，并将“推广癌症早诊早治，强化筛查长效机制”作为核心路径。这为行业发展指明了方向，也赋予了全体从业者光荣的使命与责任。

Cancer is a major disease that poses a serious threat to the health of the Chinese people. To thoroughly implement the Outline of the "Healthy China 2030" Plan and comprehensively advance the Implementation Plan for the Healthy China Initiative—Cancer Prevention and Control Action (2023-2030) jointly issued by 13 departments including the National Health Commission, we gather in Hefei to discuss the development of the early cancer screening industry. The Plan clearly sets the ambitious goal of achieving a "46.6% overall 5-year cancer survival rate by 2030" and identifies "promoting early cancer diagnosis and treatment, and strengthening the long-term mechanism for screening" as the core pathway. This charts the course for the industry's development and entrusts all practitioners with a glorious mission and responsibility.

我们深刻认识到，实现国家目标，需要将行业的发展融入国家公共卫生体系的整体布局，完成从技术创新驱动到临床价值与社会价值双轮驱动的深刻转型。为此，我们共同发起本倡议，呼吁各方凝聚共识、各尽其责、协同行动，将《实施方案》的蓝图转化为惠及亿万民众的健康实践。

We deeply recognize that achieving the national goals requires integrating the industry's development into the overall framework of the national public health system and accomplishing a profound transformation from being technology-innovation-driven to being driven by both clinical value and social value. Therefore, we jointly launch this initiative, calling on all parties to build consensus, fulfill their respective responsibilities, and collaborate to translate the blueprint of the Implementation Plan into health practices that benefit hundreds of millions of people.

Promote the widespread establishment of "Cancer Screening, Early Diagnosis and Treatment Centers" in county-level hospitals to enhance overall service capacity.

致力于能力增强：通过技术创新与临床验证，显著增强癌症筛查和早诊早治的技术能力与服务可及性，为实现“高发地区重点癌种早诊率持续提高”提供支撑。

Committed to Capacity Enhancement: Through technological innovation and clinical validation, significantly enhance the technical capabilities and service accessibility of cancer screening, early diagnosis, and treatment, providing support for achieving the "continuous increase in early diagnosis rates for key cancers in high-incidence areas".

致力于覆盖扩大：全力支持并参与针对重点癌种的组织性筛查与机会性筛查，共同努力提升筛查覆盖率，特别是助力实现“适龄妇女宫颈癌人群筛查率达到70%”等具体指标。

Committed to Expanding Coverage: Fully support and participate in organized and opportunistic screening for key cancers, working collectively to increase screening coverage rates, especially to contribute to achieving specific targets such as "a 70% screening rate for cervical cancer among women of appropriate age".

致力于知识普及：积极承担社会责任，广泛开展科普宣传，为提升全民“癌症防治核心知识知晓率达到80%以上”贡献力量。

Committed to Knowledge Popularization: Proactively undertake social responsibility, widely conduct science popularization and public education, and contribute to raising the public's "awareness rate of core knowledge on cancer prevention and control to over 80%".

Deepen Policy Implementation: Accelerate the formulation, improvement, and nationwide promotion of technical guidelines for early diagnosis and treatment of key cancers, providing authoritative bases for standardizing screening practices.

完善基础设施：持续加大投入，支持筛查中心、肿瘤登记处等公共卫生基础设施建设，力争早日实现肿瘤登记县区全覆盖。

Improve Infrastructure: Continuously increase investment to support the construction of public health infrastructure such as screening centers and cancer registries, striving for full coverage of cancer registration across all counties and districts as soon as possible.

承担筛查主力职责：依托“癌症筛查和早诊早治中心”，规范开展高危人群评估与筛查服务，加强“筛查-诊断-治疗”的闭环管理，提高早诊早治效果。

Assume Primary Responsibility for Screening: Relying on "Cancer Screening, Early Diagnosis and Treatment Centers", standardize the assessment of high-risk populations and the provision of screening services. Strengthen the closed-loop management of "screening-diagnosis-treatment" to improve the effectiveness of early diagnosis and treatment.
